Raymond Lim Siang Keat (林双吉, born 1959) is the Minister for Transport and the Second Minister for Foreign Affairs in Singapore as well as and a member of the Cabinet of Singapore. He is a Member of Parliament for East Coast Group Representation Constituency's Fengshan division since 2001. He was the Second Minister for Finance and Minister in the Prime Minister's Office. Lim is a Rhodes Scholar as well as a Colombo Plan scholar. He received his education from the University of Adelaide, University of Oxford and University of Cambridge. Prior to that he was a student and athlete at Raffles Institution. His brother, Benny Lim Siang Hoe, was with the ISD, and is now Permanent Secretary with the Ministry of Home Affairs.
